Property Change Pty Ltd was engaged to provide end-to-end planning advice and support for the proposed change of use to a bakery within an industrial zone—a Section 2 use under the Yarra Planning Scheme.

We began by undertaking a detailed planning due diligence assessment, confirming the permissibility of the proposed bakery use, assessing associated car parking, amenity, and operational considerations. Given the site’s location within an established inner-urban industrial precinct, particular care was taken to balance the needs of the proposed operator with the expectations of Council regarding noise, traffic, waste management, and potential off-site impacts.

Property Change prepared and lodged the town planning application, including a detailed planning report addressing the relevant provisions of the Zone, Clause 52.06 (Car Parking), and local policy objectives. We also coordinated inputs from other consultants where required, including acoustic and waste specialists.

Throughout the process, we maintained active communication with the City of Yarra, responding promptly to requests for further information and engaging in discussions to address any concerns. Our understanding of local policy and experience working within Yarra enabled us to anticipate likely issues and resolve them early.

The proposal was approved under delegated authority, enabling the operator to proceed with fit-out and commence trading—bringing new life and activation to a long-underutilised industrial space in a dynamic part of Abbotsford.
